(April 21) Countering malicious uses of generative AI: Disinformation and influence operations (ft. OpenAI)

Economic Security Intelligence Lab (ESIL) at the Research Center for Advanced Science and Technology (RCAST)The University of Tokyo will host a public seminar featuring Albert Zhang (Intelligence and Investigations Staff, OpenAI) titled "Countering malicious uses of generative AI: Disinformation and influence operations."

OpenAI recently published a new report titled Disrupting malicious uses of our models: an update (February 2025). This report outlines recent instances where malicious actors exploited ChatGPT and other generative AI tools for disinformation and influence operations, including:
  • Generating long-form articles in Spanish that denigrated the United States, which were then published in mainstream media outlets in Latin America;
  • Creating tweets and articles posted on third-party platforms linked to two known Iranian intelligence officers;
  • Producing comments critical of Chinese dissident Cai Xia, which were subsequently disseminated via social media accounts.
In this seminar, Zhang will discuss OpenAI's methodology for detecting malicious uses of AI and highlight key findings from his recent report investigating how malign actors may misuse AI for surveillance, covert influence operations and deception.

This public seminar will be conducted in English. Pre-registration is required to participate.

Albert Zhang is a member of the Intelligence and Investigations Staff at OpenAI. Before joining the company, he was an analyst at the Australian Strategic Policy Institute (ASPI) identifying covert influence operations originating from China and providing strategic insights into emerging technology issues. He is a skilled open-source investigator and intelligence analyst.

Maya Sobchuk is a researcher specializing in information warfare, focusing on Russian influence operations and disinformation. She is based at the University of Tokyo's Research Center for Advanced Science and Technology (RCAST) and is a Non-Resident Fellow in the Artificial Intelligence and Global Governance Programme at the Global Governance Institute in Brussels. A 2022 Watson Fellow, she conducted research across ten countries on influence operations.
