Ever since Prime Minister Ryutaro Hashimoto's "Financial Big Bang" in 1998, Tokyo has aspired to be Asia's financial center, winning over Hong Kong and Singapore. Recently, Tokyo Governor Yuriko Koike has made it one of her explicit goals for the metropolis. So what is keeping Tokyo back? Ask 100 people and you will get 100 different answers of what is at the core of the matter. In this conversation, Samuel Gordon of Deloitte Tohmatsu Tax will offer his views as a long-term insider and make some suggestions of what it might take.

Samuel Gordon is a bilingual Transfer Pricing Partner at Deloitte-Tohmatsu Japan, specializing on risk assessments, transfer pricing governance, and M&A and restructuring. He has worked in Japan for two decades and has spent much of his career in taxation, transfer pricing, banking, and securities. He holds a BA in Northeast Asia Political Economy from UC Berkeley and an MIA from GPS at UC San Diego.

Ulrike Schaede is Professor of Japanese Business at the UC San Diego School of Global Policy and Strategy and the director of JFIT. Her research focuses on Japan's changing corporate strategies, including business culture, change management, and business organization. Her 2020 book "The Business Reinvention of Japan" analyzes how Japanese companies are responding to the rise of China and the changing global competition.
