Title: "Women on Corporate Boards in Germany and Japan"

Abstract: Traditionally, both Japan and Germany have encouraged women to stay home once they had children. At the same time, however, Japanese and German women tend to be highly skilled workers. Facing a looming labor shortage that threatens to undermine economic growth and reduce tax revenues, Japan and Germany have both turned to women as a key solution to their economic woes. While activating the female labor force is an important piece of the policy puzzle, the lack of women on corporate boards has become a powerful symbol of women's exclusion of the labor market. In 2010, the percentage of women on corporate boards in Germany averaged 13% compared to 0.9% in Japan. Germany adopted a Corporate Board Quota in 2015 while Japanese Prime Minister Abe Shinzo pushed his womenomics agenda, which included a call to increase women's presence on corporate boards to 30%. Since then, Germany has seen greater success in appointing women to boards, increasing its percentage to 27% in 2016 compared to just 3.4% in Japan. In this presentation, I will explore the potential reasons why Germany has navigated the road to corporate equality more successfully than Japan has.
