Abstract:
China's military modernisation poses serious challenges for the territorial and maritime interests of Japan, South Korea and Taiwan. Engagement is sought with China, but Japan, South Korea and Taiwan are increasingly hedging harder militarily. All three have swung back firmly into the US security fold to re-double external balancing against China. As for the US, it is presented with the challenge of rising frictions between its allies and partners and China. In order to inject substance into ‘rebalancing’ toward the Asia-Pacific, the US needs to: (a) reassure Japan, South Korean and Taiwan over its future forward-deployed presence; (b) maintain sufficient supplementary and unique military capabilities in the region; and (c) build the political credibility of US security guarantees.
