If you can use Japanese and are in Japan, 帝国教育
(Teikoku kyōiku) would be one good source. It was published from the Meiji period to about 1947. Some Japanese academic libraries have the original or a reprint edition. It must be available at the National Diet Library. One source in English would be a booklet the Ministry of Education published in 1909 titled Education in Japan.
