Call for papers: "Japan's International Risk
Management: Dealing with Non-Traditional Security Threats"

Dear colleagues,

in our proposed panel we would like to investigate Japan's foreign policy response to various non-traditional risks and threats, such as terrorism, pandemic diseases, maritime piracy and financial turmoil. Since the end of the Cold War, non-traditional security threats have globally emerged as important policy concerns. Decision-makers around the world have struggled to respond to a variety of challenges, including the 1997 Asian financial crisis, the 2001 terrorist attacks in the United States, or the SARS epidemic in China in 2003. In our panel, we would like to examine Japan's role in both the prevention and resolution of such crises. Are there policy fields in which Japan has been particularly active? Does Japan favor bilateral or multilateral approaches in crisis prevention? In particular, we would like to explore the regional dimension of Japan's foreign policy. Since non-traditional security threats often require a swift and coordinated response, regional initiatives tend to be most efficient in addressing issues affecting common interests. What are the characteristics of Japan's regional approach?

We plan to present papers on Japan's maritime security strategy and on Japan's pandemic risk management.
However, we are looking for a discussant and two more paper-givers.
