About speaker

Paul Giarra leads Global Strategies & Transformation, a national defense and strategic planning consultancy.
>From 1998 to 2008, he was a Senior Program Manager and Deputy Operations Manager and Director of the Global Strategies and Transformation Program in the Strategic Assessment Center, part of Hicks and Associates, Inc., a wholly owned subsidiary of Science Applications International Corporation. From 1996 to 1998, he ran a private consulting firm focusing on Japan issues and was a Visiting Senior Fellow at the Institute for National Strategic Studies of the U.S. National Defense University. >From 1972 to 1995, Paul served as an officer in the US Navy, where he flew P-3C aircraft, served as a naval strategic planner, a political-military strategic planner for Far East, South Asia and Pacific issues and was the Senior Country Director for Japan in the Pentagon. He led the interagency in the DoD effort to restructure U.S. national security policy toward Japan during a period of profound transition. He is a graduate of Harvard College, holds an MA from Salve Regina College, and is a graduate of the US Naval War College and Japan's National Institute of Defense Studies. He has authored numerous articles and book chapters on global strategic issues and Asian security affairs.
