「地政学と多国間秩序の再編」
フィンランド共和国 アレクサンデル・ストゥブ大統領 来日記念公開シンポジウム

このわずか3年の間に、世界は過去30年分を超える変化を遂げました。第二次世界大戦後に築かれた自由主義的な国際秩序は大きく揺らぎ、かつての多国間協調は後退。代わって、多極的な競争と地政学的対立が先鋭化しつつあります。国際社会はいま、力の均衡を見直し、新たな秩序の構築を模索する過渡期にあります。そして、これからの10年こそが、21世紀の国際秩序を左右する決定的な期間となるでしょう。

こうした歴史的転換点にあって、東京大学先端科学技術研究センターは、フィンランド共和国第13代大統領アレクサンデル・ストゥブ氏を招聘し、公開シンポジウムを開催いたします。ストゥブ大統領は、イギリスの政治学名門校ロンドン・スクール・オブ・エコノミクス（LSE）で国際関係学の博士号を取得した国際派の政治家です。欧州議会議員を経て、フィンランド政府では外務大臣、欧州・貿易担当大臣、財務大臣、首相を歴任し、2024年3月に大統領に就任しました。また、国際政治の教育・研究にも深く携わり、政策実務と学術の両面で長年にわたりグローバルな課題に向き合ってきました。現在は、欧州各国の首脳間においても、その見識と経験に基づくリーダーシップを発揮しています。

当日は、東京大学の藤井輝夫総長および東大先端研の杉山正和所長による開会の辞に続き、ストゥブ大統領による基調講演を実施します。さらに、井形彬特任講師との対談や参加者とのQ&Aセッションも行われる予定です。

国際政治、外交、経済安全保障、そして日本・フィンランド関係に関心をお持ちの皆様にとって、欧州の政治や知的リーダーシップの最前線で活躍する国家指導者の声に直接触れる、またとない貴重な機会です。本シンポジウムはまた、地政学的な結びつきが一層強まるなかで、インド太平洋とヨーロッパ、特に北欧地域との接点に浮かび上がる課題や可能性を探る、時宜を得た場ともなるでしょう。

Geopolitics and the Transformation of the Multilateral Order
Public Symposium with H.E. Dr. Alexander Stubb, President of Finland

The world has changed more in the past three years than in the previous thirty years combined. The liberal world order, as we have known it since the end of World War II, is dying. Multilateral cooperation is giving way to multipolar competition and conflict. The search is on for a new world order, a rebalancing of power. The next decade will determine the world order for the rest of the century.

At this historical turning point, the Research Center for Advanced Science and Technology (RCAST) at The University of Tokyo is honored to host H.E. Dr. Alexander Stubb, the 13th President of the Republic of Finland, for a public symposium. President Stubb holds a Ph.D. in International Relations from the London School of Economics and Political Science (LSE), one of the world's leading institutions in political studies. He has served as a Member of the European Parliament and has held key positions in the Finnish government, including Minister for Foreign Affairs, Minister for European Affairs and Foreign Trade, Minister of Finance, and Prime Minister. In March 2024, he assumed office as President of Finland. In addition to his extensive policy experience, he has long been engaged in academic research and teaching in international politics, bridging theory and practice to address global challenges. Today, he continues to demonstrate leadership among European heads of state, drawing on both deep expertise and diplomatic experience.

The event will begin with opening remarks by President Teruo Fujii of the University of Tokyo and Director Masakazu Sugiyama of RCAST, followed by a keynote speech by President Stubb. The program will also include a dialogue with Project Lecturer Akira Igata and an open Q&A session with the audience.

We invite all those interested in international politics, diplomacy, economic security, and Japan-Finland relations to join us for this unique opportunity to hear directly from a statesman who is shaping European politics and thought leadership at the highest levels. The symposium also offers a timely opportunity to explore the evolving intersection between the Indo-Pacific and Europe - including the Nordic region - at a moment of increasing geopolitical connectivity.
