(Aug 30) Seminar: "Taiwan's Economic Security Challenges" with Jeremy Chih-Cheng Chang (DSET)
From: Akira Igata <igata@ip.rcast.u-tokyo.ac.jp>
Date: 2024/08/30
Dear all:
The Economic Security Research Program (ESRP) at the Research Center for Advanced Science and Technology (RCAST), The University of Tokyo would like to invite you to a seminar featuring Dr. Jeremy Chih-Cheng Chang, Director of the Semiconductor Policy Unit at the Research Institute for Democracy, Society, and Emerging Technology (DSET-SEMI), NSTC, Taiwan.
DSET is a new Taiwanese government-funded thinktank focusing on economic security issues, which was established last October. Jeremy will give us a presentation on the most recent developments of Taiwan's economic security policy initiatives and challenges.
This will be followed by a moderated discussion, where I intend on opening up the discussion by asking Jeremy about things such as:
(1) Taiwan's outbound investment screening mechanism;
(2) The state of public-private coordination on economic security issues in Taiwan;
(3) Taiwanese companies' response to the changing economic security environment;
(4) The impact of the new President Lai's administration on economic security issues; and
(5) Tangible areas of international cooperation between Taiwan and its like-minded partners.
I will be sure to leave enough time for a Q&A with the audience as always.

Taiwan has become a global powerhouse in cutting-edge semiconductor manufacturing and a driving force in the next generation of AI revolution. However, due to its dynamic economic relationship and tense military relations with China, the high-tech island nation has found itself at the forefront of potential global conflict zones since the escalation of the techno-geopolitical era of comprehensive US-China competition.
As economic security becomes an increasingly important element of national security, Taiwan's experience offers important insights into how the People's Republic of China (PRC) has advanced its technological power. At the event, Dr. Jeremy Chih Cheng Chang, a Research Fellow and Director of Semiconductor Policy at DSET, a newly launched public think tank in Taiwan, will explain the evolution of Taiwan's economic security framework, exploring historical perspectives and regulatory insights, and discuss lessons learned for international allies.
