YCAPS & the Sasakawa Peace Foundation are pleased to announce the next event in the Community Conversations seminar series focused on the Misawa Community! This event will feature professor and author, Dr. Yusuke Anami of Tohoku University, who will lead an exploration of China's military build-up under Xi Jinping.

China under the Xi Jinping regime is moving away from democratization and going back to individual dictatorship. Xi's close ties with the PLA is one major factor that allowed the concentration of power. Xi is determined to maintain China's military expansion. How did the PLA contribute to Xi's rise within the Chinese Communist Party? Why is Xi so eager to enhance the capabilities of the PLA? What is the condition of PLA's navy and air force? These are the questions that will be discussed during this talk.

Speaker:

Yusuke Anami (Ph.D.) is a professor of modern Chinese political / military history and contemporary Chinese politics at Tohoku University located in Sendai, Japan. He is also a bord member of The Japan Association for Asian Studies (JAAS). He was the dean of the School of Public Policy affiliated with Tohoku University from 2017 to 2020. 

Anami obtained his bachelor's degree, master's degree, and Ph.D. from Keio University. He spent one year at The College of William & Mary as a sophomore, two years at Peking University during graduate school, and a year at Harvard-Yenching Institute as a visiting scholar. He has lived in China for 6 years all together and has traveled throughout all provinces including Tibet and Xingjian. He has also done a round trip of Taiwan by train in 2005.

 Anami's main academic work has focused on the Chinese Civil War between the Chinese Nationalist Party and the Chinese Communist Party. In order to revise the established theory regarding the Chinese Civil War, Anami has conducted archival research in China, Taiwan, and the U.S. for the past twenty years. He has also been analyzing China's military expansion and its implication to the Indo-Pacific region for more than two decades. His 2017 book, The Reasons behind China's Military Expansion (Tokyo: Shinchosensho, 2017), won multiple academic awards in Japan. He has given lectures on this topic at foreign institutes such as King's College London, Delhi Policy Group, Free University of Berlin, London School of Economics, University of the Philippines, Vietnam Academy of Social Science and the American Enterprise Institute. He also took part in Japan-Taiwan security dialogue held in 2016 and Taipei Security Dialogue in 2022.

Recently, Anami has been emphasizing the necessity to revise Japan's economic relationship with China before doubling Japan's military spending to cope with China's military expansion.
