Title: Understanding Policing in Hong Kong & Macau Special Administrative Region: Organization, Transformation & Prevailing Challenges



Speakers: Dr. Lawrence Ka-ki HO (The Education University of Hong Kong) and Prof. Agnes I. F. LAM (The University of Macau)



Abstract:This presentation introduces key features of the policing in both Hong Kong and Macau since their coming-of-age from the violent leftist riots of the 1960s through the sovereignty retrocession of Hong Kong in 1997 and Macau in 1999 to China, along with the latest developments in the two 'post-return' decades. We examine the evolving relationship between the police and society; the organizational differences of the two forces; and police involvement in internal security management against both general crime and social unrest. We would also address the postcolonial question has far-reaching implications. How did colonial administrations affect their authorities over the majority Chinese populations? What were the characteristics, rationale and effectiveness of the policing systems they developed? What drove the police to change in these cities; and to what effect?
