<Background>The Asian Infrastructure Investment Bank (AIIB) began its operations in January 2016. Loans approved since inception have reached US$6.3 billion. The total number of member countries plus other countries whose membership applications have been approved by AIIB has reached 87 worldwide, with all G20 countries except Japan, Mexico and the United States having joined or in the process to join the Bank. Good governance, transparency and accountability have been concerns for Japanese policy makers while AIIB's growing presence appears to attract interests of Japan's businesses in the context of China's Belt and Road Initiative (BRI).
<Objectives> We learn how AIIB is working for dispelling the concerns on issues on its governance, transparency and accountability as well as how it is independent of and in the meanwhile complementary to China's BRI. We discuss possible policies of Japan to cooperate and collaborate with AIIB as well as China for its BRI for rule of law and access to justice for sustainable development as prescribed in the Goal 16 of the United Nations Sustainable Development Goals (SDGs).
