Overview:

With relations with the West at a historic low, Russia has accelerated its efforts to develop closer ties with Northeast Asia. Central to this strategy is Moscow’s relationship with China, which is now characterized as “the best ever”. With the encouragement of Prime Minister Abe, relations with Japan have also improved significantly, culminating in the year of Japan and Russia in 2018. On the Korean peninsula too, Moscow plays an active role in seeking resolution to the North Korean crisis, while, under President Moon’s “New Northern Policy”, relations with South Korea are also set to receive renewed emphasis. The panelists will assess the causes and significance of these developments, and will offer insight into the longer term prospects of Russia’s relations with Northeast Asia.

Panelists:

James D.J. Brown is associate professor of Political Science at Temple University, Japan Campus. His main area of research is Russia’ relations with Northeast Asia, especially Japan. His recent publications include Japan, Russia and their Territorial Dispute: The Northern Delusion (2017) and Japan’s Foreign Relations in Asia (edited with Jeff Kingston, 2018).

Anna Kireeva is associate professor at the Department of Asian and African Studies and research fellow at the Center for Comprehensive Chinese Studies and Regional Projects of Moscow State Institute of International Relations (MGIMO University), Ministry of Foreign Affairs. She focuses on the foreign policy strategies and policy of major powers in East Asia: U.S., China, Japan and Russia, international relations in East Asia, in particular Russia's relations with East Asia.

Cheng Zheng is a historian of foreign relations in China who has worked on the Sino-Soviet relationship during the late 1940s. His recent book is The Relationship between CCP and USSR during the Civil War - Focusing on the Dalian and Lushun Areas (Tokyo: Ochanomisu shobo, 2012) and he is currently working on the “Learn from Soviet Campaign” carried out in China during the 1950s. After studying at Beijing Foreign Study University and Waseda University, Zheng worked as a senior researcher at the Waseda Institute of Contemporary Chinese Studies from 2012 to 2017. He is now a visiting Senior Researcher at the Organization for Regional and Inter-regional Studies in Waseda University. Zheng obtained his Ph.D. of international relations from the Graduate School of Asia-Pacific Studies at Waseda University in 2009.
