* Mr. Robert Derouin is Minister and Deputy Head of Mission at the Embassy of Canada in Tokyo. He was formerly Director General, Stabilization and Reconstruction Task Force
(START)
at the Department of Foreign Affairs & International Trade, and Director General, Voluntary Sector Programs, Canadian International Development Agency (CIDA). He also served for three years as Exchange Officer at Japan International Cooperation Agency (JICA).

* Mr. Masataka Nakahara is Director General, South Asia

Department, JICA (since 2008). He graduated from Tokyo University of Agriculture and Technology in 1978 (B.A.
in
Agriculture) and earned a master's degree in International Agriculture and Rural Development, Cornell University, in 1988. He joined JICA in 1978, and has since then served in various positions including Resident Representative of the JICA Pakistan Office and Resident Representative of the JICA Afghanistan Office.

This seminar will investigate Canada’s historical approach to development cooperation and how this influenced Canadian efforts in stabilizing and rebuilding fragile states and conflict-affected countries. What are Canada’s priorities in addressing the challenges of fragile states? How does Canada tackle issues related to inter-agency and cross-government coordination? What are the primary lessons learned from

Canada’s experience in Afghanistan and other most affected areas, such as Haiti and Sudan? What are the prospects for Canada-Japan cooperation in reconstruction and peacebuilding?
Drawing from his own experience in leading the Stabilization and Reconstruction Task Force (START), Mr. Derouin will share his insights on Canada’s role, experience and current policies regarding fragile states, as well as the day-to-day functions and management of the unit within Canadian foreign and development policy.
