*Professor Heng received his Ph.D in International Relations from the London School of Economics. He was previously a lecturer at Trinity College, University of Dublin, Ireland, and at the University of St. Andrews (Centre for the Study of Terrorism and Political Violence), UK. He is the author of 'War as Risk
Management: Strategy and Conflict in an age of Globalised Risks', London: Routledge, 2006, and 'Risk, Global Governance and Security: the other war on terror', London:
Routledge, 2009 (with Ken McDonagh), in addition to numerous articles and book chapters on security affairs.

*CDR Keizo Kitagawa, National Institute for Defense Studies.
Commander Kitagawa is the graduate of United States Naval Academy (BS) and School of Security Studies, National Defense Academy of Japan(MA). His previous tour was the Commanding Officer, JS Matsuyuki (DD-130).
His international missions includes OEF support mission (2002), UNDOF in Golan
Heights(2003-2004) and Counter Piracy Operation in Djibouti (2009-2010). His shore tour includes International Policy Desk Officer, Plans and Policy Section of Maritime Staff Office (2005-2007).

This seminar will investigate the nature of Japan’s
soft- power in security affairs. How can one understand Japan’s use of “soft power” in managing security in the Asia-Pacific and beyond, and is the nature of Japan’s soft power changing? How does Japan’s use of soft power compare with China’s approach, for example?
