Or is the current government a return to the old LDP factional balance system where the Prime Minister had no control over his ministers who could pretty much say anything and he was powerless to do anything about it?
If the analysis of the Noda Cabinet is correct that he chose members based on balance rather than skills, why would this be a surprise? Hardly a DPJ thing.
