Transnational Migration and Asian Regional Integration: Examining the Migration Policies of Hong Kong and Tokyo

International, Asia-Pacific cities like Hong Kong and Tokyo are migrant hubs. As local governments, their approaches to migration offers localized strategies to mitigate the challenges of migration. This paper will compare the migration policies of Hong Kong and Tokyo demonstrating that local governments have a significant role in developing localized migration policies. Furthermore, it will argue that some migration policies can be described as "best practices" and are transplantable. Lastly, it will demonstrate that the adoption of shared migrations policies at the local government level can contribute to the development of shared migration policies that promote broader Asian regional integration.

Dr. Stephen R. Nagy has been an Assistant Professor at the Department of Japanese Studies at the Chinese University of Hong Kong since December 2009. His current funded research projects are "Human Security Paradigm in Japan: Exploring the Challenges and Possibilities of International Cooperation in Northeast Asia" and "Investigating the Role of Local Governments Immigration and Migrant Policies in Hong Kong and Tokyo". His research interests include migration, human security, Asian regional integration and regionalism in Asia. In conjunction with his research focus on Asian regional integration he was appointed a Senior Fellow with the Global Institute of Asian Regional Integration (GIARI), Waseda University.
