[SSJ: 6594] Reuters report indicates lack of most basic level of preparedness at Fukushima

Dear SSJ Forum members,

I just read an interview by Terril Yue Jones (www.reuters.com/article/2011/03/26/us-japan-quake-worker-interview-idUSTRE72O75V20110326) with a Fukushima reactor worker who stated that between the quake and the tsunami TEPCO tried to keep employees from evacuating until they were screened for radiation, which if anything was exposing the employees to more radiation, not to mention drowning. The interview suggests that not only was the design of the reactors etc. flawed, TEPCO was floundering (to use the most polite term) even before the tsunami hit.

Is there anything in Japan's labor laws that would make TEPCO criminally negligent? I doubt it but would like to hear otherwise.
