At least one NHK program in the last day or two has explicitly stated that there is a surplus of generic volunteers. The program showed a large number of volunteers sitting around waiting for assignment. As I recall, the commentary said that even those who waited at the assignment center all day had a less than one in ten chance of receiving an assignment.

Doubtless the situation is fluid and presumably there are differences by location, but it would seem prudent to verify whether volunteers are really wanted and if so what skills and preparation are expected.
