[SSJ: 327] J emergency management and int coop

I suffered Hanshin earthquake in japan this January and came to study
international politics in Australia. I am interested in the reform of the
emergency management system in Japan, especially in the case of natural
disasters. I also would like to know the possibility of the formation of a new
organisation which deals with emergency situations by utilising the Japanese
Self-Defense Force, like FEMA in the US, and the possibility of application of
such an organisation as a measure for international cooperation.

I am grateful if you could send me some information on these issues, such as the
names of researchers who are majoring this area, the list of articles and books,
and the possibility of this area as an academic studies in politics, by e-mail
