David Leheny, PhD Candidate in Cornell's Department of Government, has agreed to
lead off the next period of workshops. He will be giving a talk entitled:
"Between Ants and Grasshoppers: The Evolution of Japanese Overseas Tourism
Policy."
The talk will examine the creation of policies such as the 1987 "10 Million
Program" effort to double the number of Japanese tourists leaving the country
over five years. He is particularly interested in the constraints on members of
the Japanese tourism industry, the bureaucratic incentives for action in the
Ministry of Transport, and the normative environment encouraging leisure
consumption, internationalization, and cultural exchange.
