Mr. Sheingate's very ambitious scheme makes sense to me, though I would have some quibbles. I am not sure about his bureaucratic variable--agency here typically means ministry, and the fragmentation is within the ministry? Don't see which boundaries are clear or not. And corporatism includes politicians? The latter is just a semantic point.
