One minor point on electoral systems. Japan did not adopt the German system, though they make think they did. The Japanese and Italian combinations of SMD and PR are fundamentally a form of SMD. The German and New Zealand forms of combination is fundamentally a form of PR. Combinations are popular but one cannot escape the ineluctable choice between majoritarian and consensus forms of democracy.
