Professor Leffler (History, U. of Virginia) researches US national security policy and foreign economic relations in the 20th century. His most recent publication is _The Specter of Communism: The United States and the Origin of the Cold War, 1917-1953_. His previous book, _A Preponderance of Power: National Security, the Truman Administration, and the Cold War_ won the Bancroft, Ferrell, and Hoover prizes. Professor Leffler was 1994 president of the Society of Historians of American Foreign Relations, and -- among other involvements -- has served on US delegations to the Vienna talks on Mutual and Balanced Force Reductions and the Madrid Conference on Security and Cooperation in Europe.
