Population aging and population decline have triggered a rapid demographic change in Japan. The strains on the economy in general, and the labor market in particular, are manifold, and prominently present in the health-care sector. While the number of elderly is on the rise, the number of those willing to enter the health-caregiver profession is on the decline. In light of similar developments, many nations have entered the race for the best-educated health-caregiving professionals on a global labor market. Japan, however, only belatedly and only reluctantly has joined this international competition—and to this day seems ill prepared to be a powerful contestant in this arena. Situated at the intersection of population aging, health-caregiving and international labor migration to Japan, this presentation provides an introduction to how eldercare is currently managed in Japan. Following a multi-method approach, the presentation studies in particular the political, economic, and societal backgrounds to Japan’s unattractive immigration scheme directed at international caregivers.

Gabriele VOGT is Professor of Japanese Politics and Society at the University of Hamburg. She specializes in comparative politics, multi-level politics, and social movement research. Her research topics include population aging in Japan and Germany, international labor migration in Asia, and Japan’s foreign and security policy. She was a research fellow at the German Institute for Japanese Studies (DIJ Tokyo) and has been a regular visitor to Waseda University’s GSAPS since 2016. Previously she held visiting professorships at Kyūshū University (2016/17) and Chūō University (2013) in Tokyo. Gabriele currently serves as “Regional Champion Europe” to the Social Science Japan Journal (SSJJ) and as Board Member of the European Association for Japanese Studies (EAJS). Her single-authored book “Population Aging and International Health-Caregiver Migration to Japan” has just come out with Springer (2018).
