This presentation analyses recent initiatives of Japan’s Ministry of Education, which aim to internationalize higher education in Japan. The large-investment projects, including the current “Top Global University Project” (TGUP), have emerged to create globally-oriented universities, increase the role of foreign languages in higher education, and to foster global human resources. Research into the TGUP reveals key changes from previous internationalization policies, and the emergence of flexible, unique forms of English language education in Japan’s universities. Connections are drawn between this policy and similar internationalization trends in Europe. These issues are extended to a discussion of the potential problems associated with Japan’s lack of establishment of transnational Japanese university campuses in other countries.

Jim McKinley is the Director of Studies for the PhD in Education at the University of Bath, UK, where he teaches and supervises PhD, EdD, and MA students in the Department of Education undertaking research in TESOL and applied linguistics, as well as international and comparative education. His research and teaching mainly focus on rhetorical approaches in second language writing in global academic communities. Additional research is on the role of English in the internationalization of higher education. Jim’s work has appeared in several high-impact journals such as Applied Linguistics and Higher Education. He is a co-editor of Doing Research in Applied Linguistics: Realities, Dilemmas and Solutions (2017, Routledge), co-author of Data Collection Methods in Applied Linguistics (Bloomsbury, forthcoming), and co-editor of The Routledge Handbook of Research Methods in Applied Linguistics (Routledge, forthcoming).
