Four distinguished experts will lead a seminar-style discussion of current
and potential roles for European states in Asia’s maritime security. The
discussion will touch on Europe's dependency on maritime commerce with
Asia, recent comments by European leaders their navies should be more
involved in the region, and the transfers of European naval technology to
Asian partners. Both specialists and members of the general public are
invited to learn from these experts and share their own opinion and
analysis.
Prior to the seminar, participants are invited to welcome reception
featuring a light meal and drink. This is an opportunity to socialize with
the panelists and other YCAPS members.
Panelist Backgrounds:
Captain Keizo Kitagawa is the Director of the Strategic Studies Office the
Japan Maritime Self Defense Force Command and Staff College. He recently
returned to Tokyo after serving as Japan's Defence Attaché in London.
Captain Paul Casson is the British Defence Attaché in Tokyo, having
recently arrived from studying International Relations at the Royal College
of Defence Studies. His past career has seen operational deployments at
sea and in Afghanistan, and he was most recently the UK MoD Project Manager
for the Queen Elizabeth Class aircraft carriers being constructed in
Scotland.
Dr. Garren Mulloy is an Associate Professor at Daito Bunka University. His
PhD (Newcastle University) focused on Japan Self-Defense Forces’ overseas
operations, and his research has covered Japanese and Asian security,
international peace operations, defence reform, military-related history,
and comparing memories and memorialisations of war in Britain and Japan.
Philippe Mesmer has been working since 2005 as correspondent for the French
newspaper *Le Monde*, covering Northeast Asia. Before engaging in
journalism, he spent five years in the French Navy, working as technician
in Naval Air Force. He maintains continued interest in defense issues,
especially for all related to maritime affairs.
