Overview

Even in the face of deep gridlock, Congress is getting serious about major immigration reform. The talk will set the backdrop: the key Hispanic vote in the 2012 elections, which broke heavily Democratic; a persistent population of over 10 million undocumented immigrants; and increasing demand for skilled immigrants in a competitive global economy. Reform is not a done deal, however, especially as the legislative package moves to the Republican-dominated House of Representatives.
Among other issues, the talk will focus on the much disputed "path to citizenship" for undocumented immigrants; border security concerns; and the role of state and local governments in immigration enforcement.

Speaker

Peter Spiro is Charles Weiner Professor of Law, Temple University Philadelphia, where he specializes in international and immigration law. He has published articles in the New York Times, the Wall Street Journal, the Washington Post, Foreign Affairs, among many others. He is the author of Beyond Citizenship:
American Identity After Globalization (Oxford University Press). He is a former law clerk to Justice David H. Souter of the U.S. Supreme Court and served on the staff of the National Security Council as a Council on Foreign Relations International Affairs Fellow.
