Overview

Blunders in medical care at some of Japan's most famous hospitals led to a national uproar in the early years of the 21st century. Media attention to the problems of medical error has tailed off, but the problems remain.
Leflar's interviews with patients and families, doctors, judges, lawyers, prosecutors, journalists, and health policy officials form the background for his analysis of the politics of a little-known upcoming reform of Japan's dysfunctional system of peer review of medical errors - a reform engaging the national political parties in surprising ways.


Speaker

Rob Leflar is Ben J. Altheimer Professor of Legal Advocacy at the University of Arkansas School of Law at Fayetteville, on sabbatical leave in Japan where he is visiting at the University of Tokyo faculty of law and Keio University School of Medicine. His research focuses on health law and health policy. His publications include a book, [Law and Health Care in
Japan: The Renaissance of Informed Consent] (2002); and articles such as "Reform of the United States Health Care System: An Overview" (University of Tokyo Journal of Law & Politics, forthcoming 2013); "The Law of Medical Misadventure in Japan" (2012); "Human Flotsam, Legal Fallout: Japan's Tsunami and Nuclear Meltdown"
(2012, co-authored); "'Unnatural Death,' Criminal Sanctions, and Medical Quality Improvement in Japan"
