In the wake of 1994 genocide against Tutsis, Rwanda was a socially, politically and economically desolate country. Today Rwanda is cited as a model of post-conflict rebuilding. What are the policies and practices that transformed Rwanda from a failed state into a successful state in just 19 years?

Speakers’ Profile:
Oct. 1986 to Oct.1988: Scientific Advisor to the
Director General of the Geographical Institute of Burundi (IGEBU) and Head of the Computing Centre of the Institute.
Jan. 1989 to Aug. 1994: Post-Doctoral Fellow
at Howard University Washington D.C., U.S.A., afterwards appointed Assistant Professor and Head of the Biostatistics Division of the Howard University Cancer Center, also serving the College of Medicine and Allied Health Sciences.
Sept. 1994 to Aug. 1995: Advisor to the President of the Republic of Rwanda on Foreign Affairs Sept. 1995 to March 1997: Minister of Transport and Communications of Rwanda April 1997 to May 1998: Rector (Vice-Chancellor) of the National University of Rwanda
Feb. 1998 to Nov. 2002: Secretary General of
the Rwandese Patriotic Front (RPF).
Nov. 2002 to March 2008: Minister of Foreign Affairs and Cooperation of Rwanda March 2008 to July 2009: Minister of Cabinet Affairs of Rwanda July 2009 to May 2011: Minister of Education of Rwanda (with also Science, Technology and Research under his
portfolio)
August 2011: Ambassador of Rwanda to Japan (also covering Australia, New Zealand, The Philippines and
Thailand)

Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS), as the only graduate school in Japan specializing in policy research, has promoted education and research on a wide range of policy issues.
Utilizing our vast policy network, this Forum invites leaders from various fields including government, academia and business, as well as staff from our own faculty, to deliver lectures on current policy concerns.
The Forum welcomes attendance of GRIPS faculty and students as well as participants from outside the university. Simultaneous interpretation will be available (Japanese/English).
