[Overview]

Japan has been actively involved in the United Nations'
peace and security
activities as the second largest financial contributor to UN peacekeeping operations (PKO) and through the deployment of Japanese personnel to UN PKO missions such as the current deployment to the mission in South Sudan (UNMISS).

We will explore two key issues of UN PKO. The first issue is "the protection of civilians," which is one of the most important but difficult mandates in multidimensional UN PKO missions. The second issue is the decision-making process in the UN Security Council, which has the primary responsibility for maintaining international peace and security, in the management of UN PKO missions as well as how Japan has contributed to improving the process.

Tomoko Matsuzawa
Before joining Secretariat of the International Peace Cooperation Headquarters of Cabinet Office in April 2012, Tomoko Matsuzawa served as a Programme and Research Officer for the Special Action Programme to Combat Forced Labour at International Labour Organization
(ILO) in Geneva. From
2004-2007, she served as an advisor/ researcher on human rights at the Permanent Mission of Japan to the International Organizations in Geneva.
Matsuzawa has a Master's degree in International Studies and Diplomacy from School of Oriental and African Studies, University of London. Matsuzawa provides pre-deployment trainings on principles of the UNPKO, International Human Rights Law and Humanitarian Law for Japanese Staff Officers who are deployed to UNPKO missions such as the UNPKO in South Sudan (UNMISS) at the current office.

Masayasu Tsuzuki
Prior to joining the Secretariat of the International Peace Cooperation Headquarters in April 2013, Tsuzuki served as an advisor/researcher in Permanent Mission of Japan to UN as well as a researcher for the Ministry of Foreign Affairs. He also served as an Intern at the Security Council Division, Department of Political Affairs UN Secretariat Headquarter. He holds a BA degree from Sophia University and MA in Public Policy (MPP) from the University of Tokyo. He is currently a Ph.D.
candidate of University of
Tokyo, Graduate Schools for Law and Politics.
