For Japan to act more proactively and play a bigger role in fast-growing Asia, we need to look to Okinawa and renew our awareness on what Japan’s southern-most prefecture can offer.
Okinawa is a place in Japan renowned as a tourist destination and for its vast U.S. Forces bases. It once was an independent state, known as the Kingdom of the Ryukyus. This maritime sovereign state served as a bridge between the nations in Asia, involved energetically in trade with China, Japan, Korea and countries in Southeast Asia. Think of Okinawa as not just part of Japan but of wider Asia and you will see potential as well as challenges Okinawa will encounter.
Our nation will shine bright if we can freely imagine how and to what Okinawa can contribute, and get ourselves ready for tackling any targets we set. I, the Governor of Okinawa Prefecture, am here to discuss how I see my prefecture and lay out visions for future Okinawa. I am also looking forward to exchanging views with participants.

Speakers’ Profile:
After graduating from the Faculty of Engineering of the University of Tokyo in 1961, Nakaima joined the Ministry of International Trade and Industry as a technical officer. He obtained a seat on the board of directors of Okinawa Electric Power Company in 1987 after serving in the posts of Director General of the Commerce and Industry Department at the Okinawa General Bureau, International Trade Chief at MITI’s Machinery and Information Industries Bureau, and Technical Councillor at the Administration Department of MITI’s Agency of Industrial Science and Technology
>From 1990, Nakaima took the post of Vice Governor under
Okinawa’s Governor Masahide Ota, and served until 1993.
Nakaima then returned to Okinawa Electric Power Company and served as the company’s President from 1995 and Chairman from 2003. During this time he also took the post of Chairman at the Okinawa Prefectural Federation of Chamber of Commerce and Industry in 2001.
In 2006, Nakaima ran in the Okinawa gubernatorial election, and was elected after obtaining more than
347,000 votes. He has been serving his second term after being reelected in the 2010 Okinawa gubernatorial election.
While Nakaima was with MITI, he studied in Italy and worked at JETRO’s New York office.

Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS), as the only graduate school in Japan specializing in policy research, has promoted education and research on a wide range of policy issues.
Utilizing our vast policy network, this Forum invites leaders from various fields including government, academia and business, as well as staff from our own faculty, to deliver lectures on current policy concerns.
The Forum welcomes attendance of GRIPS faculty and students as well as participants from outside the university. Simultaneous interpretation will be available (Japanese/English).
