Dear SSJ-Friends,

We are pleased to invite you to the next GRIPS Forum at the National Graduate Institute for Policy Studies on May 28.

Date: Monday, 28th May, 2012
Time: 16:40-18:10
Venue: GRIPS Sokairo Hall, 1st Floor
Speaker: Mr. Keiji Yamada,
President of National Governor's Association, Governor of Kyoto Prefecture
Theme: “Beyond Decentralization Reform”
Language: Japanese, (English simultaneous interpretation provided)
Fee: Attending the GRIPS Forum is free of charge but prior registration is recommended

In the ongoing transition from the Decentralization Reform to the Regional Sovereignty Reform, forums for discussion between the national and regional governments have been established, the so-called “obligations” and “guidelines” have been revised, and a grant for an autonomous regional strategy has been created. Bills stipulating the abolition in principle of regional branches of the national government are also being prepared for submission to the current session of the Diet.
With a view to establishing regional government in the true sense of the term, regions in Japan have now been given more authority and responsibilities than ever before. Now, the path this country ought to follow needs to be clearly discerned and determined.
