Seems pretty obvious to me. This period was when "Reverse Course" was in process to move Japan from an unarmed nation to rearmed ally, especially after China went Communists. All removed paragraphs would be better for the Japanese and to help make Japan into an ally of the US: Far Eastern Commission was pretty moribund any way and US wanted less allied interference (especially since USSR was on it); reintegrating Japan into international community meant having to settle the reparations issue with other countries; and to win Japan as an ally meant holding open the prospect in long term future of Okinawa reverting?
