Anything is possible and only the people who dreamed up the campaign know for sure--I'l try to remember to ask a certain former METI colleague next week--but you'd have to be a native English speaker or something close to that to notice the difference. Note, though, that "Cool Japan" is more conventional with regard to word order, and also carries echos of campaigns past such as "Cool Biz" and "Visit Japan."
