Outline

We are fortunate to welcome Deputy Cabinet Secretary for Public Relations Noriyuki Shikata for an ICAS event on Japan's diplomacy. The political, security, and economic environments surrounding Japan have been changing very rapidly since Prime Minister Kan took office. During his talk, to be followed by a discussion with the audience, Shikata-san will seek to answer several key questions: What are the salient features of current Japanese diplomatic, security and economic policies in the Asia Pacific region? What are the possible directions that Japan can take given the current and prospective regional landscape? What the the implications of TPP (Trans Pacific Partnership) for Japan? What are the implications of TPP (Trans Pacific Partnership) for Japan?

Speaker

Noriyuki Shikata is Deputy Cabinet Secretary for Public Relations, Director of Global Communications, at the Prime Minister's Office. He graduated from the Law Department of Kyoto University in 1986 and Harvard's John F. Kennedy School of Government (Master in Public
Policy) in 1989. He entered the Japanese Ministry of Foreign Affairs (MOFA) in 1986, and worked overseas at the embassy in Washington, DC, and at the Delegation to the OECD in Paris. In recent years, he has served as Director of U.S. Status of Forces Agreement Division, Assistant Press Secretary, Director of Second North America Division (economic affairs), and Director of the Economic Treaties Division at MOFA. He assumed his current post in July 2010, and travelled with Prime Minsiter Kan during all his overseas trips.
