Attending the GRIPS Forum is free of charge but prior registration is recommended Financial deficits have been increasing in many countries due to recoveries from the economic crisis, and "exit strategies" have to be taken into account. In particular, Japan has a massive financial deficit and so how to deal with financial reconstruction is a pressing issue for the Japan's new administration. The major topics in this forum are: 1. Escalation of global financial deficits and related problems; and, 2. Effective schemes to solve the financial deficit issues, etc.

Speakers’ Profile:
Mr. GOTO
Mr. Goto graduated Kyoto University (Economics) in 1988, and entered Bank of Japan in the same year. He also graduated the University of Chicago (M.A., Economics). He started working at Mitsubishi Research Institute, Inc. from 1997. Currently, he also work as visiting researcher at the House of Councilors, and senior research fellow at Research Institute for Economy, Trade & Industry. His specialty is macro economics, monetary economics. He has many publications to his credit such as “Governance of the Management of Public Debt in Japan”, Public Policy Review, vol.4 no. 1, Policy Research Institute, Ministry of Finance, Japan(2008) “Government and Financial
System: An Overview”, Financial Review, vol.79, Policy Research Institute, Ministry of Finance, Japan(2005) (joint paper with Kazuhito Ikeo)

Dr. TSURU
Dr. Tsuru was born in September 16th, 1960. He graduated from School of Science, University of Tokyo in 1984. He obtained D. Phil. in Economics from University of Oxford (St. Anthony’s College). He worked for the Economic Planning Agency of the Japanese Government as Government Economist from 1984-1995, Economics Department of OECD (in Paris) as Staff Economist 1995-2000, then Institute of Monetary and Economic Studies, Bank of Japan as Research Economist 2000-2001. He is Senior Fellow at Research Institute of Economy, Trade and Industry from 2001. He also holds the post of Visiting Professor at Keio University, Chuo University, and Visiting Researcher at Institute of Economic Research, Hitotsubashi University, Visiting Lecturer at Institute of Social Science, University of Tokyo.

Prof. OTA
Professor Ota has worked for the Japan Institute of Life Insurance as an analyst, and as an Associate Professor at the Faculty of Economics at Osaka University and GSPS, Saitama University. She served as Director for Economic Research, Cabinet Office Deputy Director General for Economic Research, Cabinet Office, and Director General for Economic Research, Cabinet Office, 2005. After serving at the Minister of State for Economic and Fiscal Policy, she became a professor of GRIPS. She assumed the position of Vice President in April 2009. She specializes in public economics and economic policy.

Since its establishment in 1997, the National Graduate Institute for Policy Studies (GRIPS), as the only graduate school in Japan specializing in policy research, has promoted education and research on a wide range of policy issues. Utilizing our vast policy network, this Forum invites leaders from various fields including government, academia and business, as well as staff from our own faculty, to deliver lectures on current policy concerns.
