The Nihon Keizai Shinbun had a complete listing of the passage rates for all law schools. As I recall, the top four were Todai, Chuo, Kyodai, and Hitotsubashi. I have not seen any data that would allow identifying the degree to which some law schools might be telling graduates not to take the exam because they would not pass.
